This last theory is the one that seems to possess the
best claim to currency.
To the profession of benevolence it adds the assumption
of matchless and even exclusive wisdom. By it the Monarch
is presented to view in the character of the Vicegerent
and present image of the Divinity. He is the God whom
the Latin Poet Juvenal pourtrays to us
Permissus ipsis numinibus quid
Conveniat nobis, rebusque sit utile nostris.
Nam pro jaciendis aptissimum quaeque dabuit Dei
et illis homo, quam alii.
All this is perfect, true in every eye to which it has been
revealed by superhuman power, that there exists such a God
upon earth and that, in the Monarchy in question, the
Monarch, whoever he be, is he.
In it is moreover, tacitly involved the theory of which
more open profession is made in Thibet: namely that
this ever living through earthly God is, in all ages and generations,
one and the same mind, by which one mind
bodies in endless succession are in infinite number at
different time animated.
All this is perfectly true in every eye to which,
as above, it stands revealed. But all this is, at the
same time, perfectly false, in every eye to which it
does not stand revealed.
To every such supernaturally privileged mind
it calls, on every occasion, for passive obedience and non
resistance. But in the case of every mind not thus
supernaturally privileged it calls for resistance—
resistance on the part of each according as power
and opportunity presents itself, and by means, without
any exception, afforded the promise of being most essential.
