Against the presumptive evidence of aptitude thus derived from
authority and custom, subsequent events have furnished other sources
of counter-evidence

Since that time the following are the Constitutions which,
have been framed, or with amendments been revived, each with
no more than one Chamber for the seat of the supreme operative
power.

1. The Spanish Government— a mixt Monarchy
2. The Portuguese Government— a mixt Monarchy
3. The Chilian Government— a Republic without a Monarch
4. The Colombian Government a Republic without a Monarch.
5. The Buenos Ayres Government— a Republic without a Monarch
6. The Haiti or St Domingo Government— a Republic without a Monarch

In these several Governments does there appear reason
to believe that by the non-existence of a Second Chamber, whether
by means of precipitation or any other cause evil in any shape
has been produced.
