All this is true to a certain degree,
but not to a sufficient degree. The whole and full
truth is, as above, that of one House the Members are
located upon the right principle; any second House,
however composed, is a nuisance. Of the members
of the second House, the particular interest is not so
strongly adverse to the interest of the people, as is the
particular interest of the King, and that of the Members
of the House of Lords. It is, however, sufficiently so
to give a bias and constant evil tendency to his
conduct— to render him decidedly adverse to improvement
in any shape: to the removal of abuse in every
shape: to the maximization of official aptitude—to
the minimization of public delay, vexation and
expence.
II. Another cause of error, on this occasion, is
self sufficiency: coupled with distrust, or rather
forgetfulness of others.
There persons thus kept in leading
strings— who are they? What is their situation? Not the
Electors at large, but the select few, located by these same
Electors: that the number of the several particular
legislatures should in a majority, or it not so large
as that of a majority a number large enough to
do mischief, should thus concur in the choice of
another majority, or other such troublesome number
rendered unapt, or say still kept in a state of inaptitude
by relative non age.
