French in not every thing. Of two candidates,
suppose one consummate in the art of conversing
in French, but deficient in all other points of
aptitude, the other consummate in all points of
aptitude except this— the preference could not, it is true,
with much strength of reason, be claimed for the
adept in French. But in any greater degree suppose
a man qualified in all other points, by his being
in a correspondent degree well qualified in this
point, he would not upon the whole be rendered
the less qualified.
As to the people of the United States,
should it even be an object with them to endeavor to
accomplish the maximization of appropriate official
aptitude upon a constituent and all-comprehensive plan,
they need not be at a loss about the means. They need
but apply to diplomatic situations the principle of
public examination, that principle which they have
seen already applied to so many other official
situations.
Should it ever be an object with
them to accomplish the maximization of public
frugality upon a like plan, they need be little at a loss
to know how, without any assignable evil on the other side,
it might be applied to two large masses of official
remuneration— that of the Senate, and that of the Foreign
Relation Department.
