In the United States throughout the
Union persons, in no inconsiderable number, have
already grown up, each of them possessed of income
and property sufficient for an expenditure equal
to that furnished at present at the expense of the
Union to its diplomatic agents of the first class –
Dollars, 9,000 – Pounds sterling, £2,025. To the number
of them, be it what it may, every coming year
will of course be bringing large additions.
Amongst these are those who, without
any particular introduction to foreign States,
without any circumstance to procure them a distinguished
reception in foreign countries, repair
thither notwithstanding, at their own expense, in
search of pleasure. If the mere expectation of amusement
from society in a form new to them
affords in their eyes a sufficient compensation for
the expense, how much greater might it not be expected
to be to them by the assurance of constituting
so distinguished a portion in a circle which lays
open to its members all other circles, with an assurance
of prime respect and consideration in
each?
