In the second chamber, the number
of the members has, in almost every instance,
been less than in the first. Thus the judgement and
will of the lesser is made to overrule that of the
greater number. And for what reason? Is it that
those placed in the second are wiser than those
in the more active chamber? The first chamber, then,
is that in which they should had been located:
and thus the evil, instead of being stopped after it has
shown itself, would have been prevented from
showing itself.

In it's least mischievous and least
unjustifiable form, the second chamber is so much
pure evil in it's least mischievous form, namely,
that in which, in this chamber, a deputy if unapt,
might as speedily be removed as in the First chamber.
But, in this least objectionable form, never in
any instance has it been established: the term,
during which the people are saddled with these opposer
Generals, chosen not by the people themselves, but
but another set of their Deputies, is several times
as long as that given to those, chose by themselves—
In the U.S. Congress, term of service of the people's
Deputies, two years; of the Deputies of the people's
Deputies, six years.
