2. As to the double-legislative or say Two-House system.
In this case, neither is there any absurdity
that can be called flagrant, nor comparatively
speaking, are the mischievous effects very considerable.
This case is the case of a good Government:
a good Government which, for want of
experience, is not sufficiently satisfied with its own
goodness.
In this case, though perhaps by the
restriction, no very great harm is done,— for by the goodness
of the Government, the possibility of all great harm
has been effectually excluded— yet some harm has
been done, and with the exception of such confidence
and satisfaction as may have been thus produced
under the denomination of harm, may be comprised
every thing that has been done, whatsoever
effect has been produced.
In the American hemisphere, it is
in the Anglo-American United States that this
system had its origin: in so far as it has been
employed in any other state, it is from that state
or cluster of states, that it has been copied or
imitated.
