Promulgation Evidence
Every law unpromulgated is an act of tyranny.
Every law insufficiently promulgated is an act of tyranny, as
towards the , to for whose conception knowledge and whose memory, by
name of such insufficiency it fails to have been iplanted itself.
It has been said by a priest – nor is the observation the less true
for having been made by a priest – priests of all religions are
the same, the observation might with equal truth have
been extended to other professions – to other descriptions of men,
the identity of character is more or less close, according to
the potency of the cause. Character is formed by a variety
of concurrent causes, of which none is so powerful as
interest. As each individual has his particular interest, by
which latency the whole mass of conflicting interests together he
is inevitably governed, so has each body of men its
common interest. Priests, if bound by any ties sanctions political
or moral to maintain for true proposition relative to religion
whatever may be their opinions concerning the truth of them,
are the natural and implacable of whatever is true
in matters of religion. Lawyers whose instruments in
all shapes arise out of and are proportioned to the imperfections
of the law, are the natural of whatever is good in matters of law.
