§. 5. Shapes or channels in or through which, the matter of corruption
may find its way into the bosom of the Judge.

Where the matter of reward is thus converted into the matter
of corruption, in point of shape form it admitts of some veracity, but in whatever whichever shape it acts
in substance in effect and substance it is the same
the effect in all shapes is the same.

1. The Judge receives with his own hands, on each
occasion, the fee attached to the occasion he has contrived to
create make: the operation the necessary of which he has imposed that in a character of a duty, and a condition
has been imposed
upon the suitors – the operation, unnecessary in its nature rendered
necessary by his act.

2. He receives them by his hand of a set of officers,
whose offices are created ostensibly mediately for other purposes, incidentally ultimately substantially
for this purpose: officers whose business it is to
receive the useless or uselessly employed instruments, attend
to the performance of the useless operations, writing each of
them his name as often as he can, and never without a
fee: receiving one fee, if he can not help it for the Judge,
and of course another if the Judge will suffer it, or will not suffers it, or does not
know of it, for himself.

3. The officers put each of them the amount of his
own fees into his own pocket: but from time to time by death or otherwise,
the office becomes vacant, and then the Judge either
sells it for his own profit, or

4. duly Bestows it in appearance gratis, granting it, in
such terms as may be he may think fit to stipulate require for
to some dependant, for whom he would or would not
have been led engaged by duty or inclination, to provide at his
own expence.
