Indelible stigmas are necessary only to
designate dangerous offenders, but who when
known, care to be such,

When an offence is infamous, the stigma
to perpetual imprisonment should be made
to accompany the infliction of a stigma to
prevent the escape of the prisoner. It thus
operates as a sort of chain: the prison becomes
an asylum in which he is returned to less
infamy than he would be if at large.
That under the mask maybe visible it to be made
with coloured powders, and not by bur burning.

Ignominious punishments

Infamy is one of the most salutary ingredients
of penal pharmacy punishments: the prevailing ideas on this subject
are extremely confused, & the means by which for
of giving effect to them very imperfect inadequate. According
to the notions of lawyers, infamy is a homogenous
entity, indivisible, and in quantity absolute
and invariable. If this were true the
use of this pus punishment would be in almost
all cases impolitic & unjust, since it is applied
alike to crimes of very different descriptions,
& even to offences that call for no punishment.
Infamy when properly handled managed is susceptible of
various gradations. It is in morals, what
is in physics, It is a sorry thing to man to have
a spot upon his Coat & to be covered with mud.

Loss of reputation another phrase expression
in common use, and & not less productive of
erroneous conceptions. It embraces two false
suppositions, the one that power reputation is a
quality of which every man possesses a certain
share, the other that it is entirely at the disposal
of the law which can deprive a man of it at
pleasure. The expression, discredit, which has as
well as infamy various gradations, would far more
