Against the Colossus Applied to the mountain, it will soon be seen how inefficient
the remedy would be by which the molehill was subdued.
The system under which the pigmy grievance had grown up was
the natural system: it had risen swelled to its maximum: and its maximum
was still minute. Factitious delay none, for under the system there could be none. Delay none: factitious expence, none but what that little
and it was but little, what went without encrease into the pocket of
the Judge that made it: Industry, too much applied employed perhaps to in the inflaming
of the angry passions, too little in to the allaying of them: hence now and
then a warrant issued that need not have been issued, and a
shilling earnt that had better not have been earnt, a shilling
that had better have remained in the pocket of the suitor transferred into to
the pocket of the Judge. The tax though a feather in comparison
of other the taxes on technical judicature a feather, still to heavy much because
even the lightest tax on justice is too heavy, and by the industry ingenuity of
the Judge in multiplying the occasions of payment made somewhat heavier than it would have been otherwise:
but in the character of a prohibition, putting men out of the law⊞ ⊞ prohibition upon justice in comparison of which the most grievous tax that is but a tax, is itself but a feather working outlawry, seldom
if every severe enough to operate. heavy enough to be felt.

But the course system of procedure, being no other than the natural
course, the system of the master and the father, the system of
common sense and common honesty, pure from all those abominations
as per list, of which the technical system is composed, the power of abuse
had already found its limits.
