A tax, yes: and what a tax! not a tax upon luxury, not
a tax even upon income: not a poll tax, not so good as a poll tax,
a poll-tax, falls without distinction upon ability and inability;
upon prosperity and distress: this singles out distress to fall upon
it: and in the quantum to which it has been raised except a few of among the higher classes it finds inability,
compleat physical inability on the part of the vast majority the great bulk
of the people on whom it is attempted to be imposed: the effect of it
in the character of a tax is by far the smallest part of its effect: its principle the chief part
of it effect is that which it has in the character of an instrument
for the denial of justice.
From the rich man, a the rich man, rich to of a certain degree of opulence, it takes
what is taken from him without his feeling it: from the poor man who besides being habitually poor has been accidentally
takes his last farthing: it takes from him when in jail the money
that should have delivered him out of jail and have kept his
auditor from being in. A man has been has been imprison
kept in jail wrongfully, or is not kept in jail without other right: but
before he should be let out of jail: but the Judge Jailer says to whose upon £1200 a year thus raised is £1200 a year patronage to the Judge
to him the man, nay but shall you you are not go out till you have paid me
so much for me: the prisoner not having the money stays in jail,
Judges as this being entered a fee every thing is as it should be: Judges finding
a set of men in distress and without a hand to help them, looked saw
in this distress a source of feesL if the by any means, honest or
dishonest, a man could raise the money so much the better: the
man got out, and the Judges and the Jailor between them got the
fee: if the man staid in, no matter: if going out, he had a coat
to his back, or sold it to pay the fee was and continues to be a matter of equal indifference.
