We have already seen that there are a variety of considerations
that indicate the eligibility of having the command
over a variety of punishments, that they
should be capable of being cartable in degree
equally commensurate, characteristic,
exemplary, frugal, subservient to information, popular &c.

We have seen that no one species of
punishment can possess all these properties,
that they must be combined varied, it requires combination, variation, and
arranged arrangement to obtain the req composition desired.
