What surplusage is is not unknown to lawyers: The diff it is the main ingredient in their works: how many of them contain nothing else?

procedure and the system of Summary Procedure – we have seen is so much
surplusage: Justice cries out aloud calls aloud for the rejection of it.

What a nuisance is, is not unknown to lawyers. When
they speak of it under that name, they speak of it, they speak
of it as that which ought to be abated. The difference between
the system of Regular P and Summary Procedure, which is as much as to say, speaking that is to speak summarily
and amply, the whole mass of Regular Procedure, is a nuisance: the most
enormous and corrupt and pestilential of all nuisances. As such Justice
calls aloud for the abatement of it, by the pure and reforming
hand of the only legitimate legislator, the hand of the King in Parliament.
