The system Summary Procedure is little more than a tabular
a mere blank: it contains scarce any rules: no science, no
mystery: nothing that requires to be learnt: the ends of its institution
the ends of justice are attained fulfilled by it, fulfilled all of them to perfection: and
this is the best, this is all that can be said of it.

Regular procedure contains exhibits volumes in the number between
the system of Summary procedure and the system of regular
the difference in both are quantity is immense. And this This difference what
does it consist of? – in pretence for violating the ends counteracting disfulfilling all without
exception, all the ends
of justice: in pretence for creating delay vexation and expence,
for the sake of the profit to be made out of the expence: in pretence
for misdecision, for violating the engagements taken by the
substantive branch of the law, sanctions ciminal and non-criminal to the prejudice sometimes
of the plaintiff's sometimes of the defendant's side, for the purpose
of swelling the profitable account of delay vexation and
expence.

I have spoken of pretence; but let it not be the
unless explained, false erroneous conceptions might be apt liable to spring out of that
word. In a discourse to which the term pretence is applied,
something of plausibility, something weaving in the form of it
the a colour of reason, will naturally be expected to be found. The
something consequently of that ingenuity which on other occasions
is necessary, to give to absurdity a colour superficial appearance of reason to falshood
in colour of truth, will naturally be expected to be found. In
all unlicenced practice in this line, in the practice of the swindler,
of the in all his various forms, in the practice of the
ringleader, the at and , the keeper of the
-go false noble, or bank, more or less of ingenuity and
contrivance is to be found.
