5. In all works hitherto produced, which being written on the subject of procedure
which taking the of procedure for their subject, have brought
to mens view a set of arrangements in the character of arrangements
actually established and in force in some this or that political state, the consideration of the
conformity or non-conformity if such arrangements to the ends of justice, has either
been altogether unheeded, or the fact of their conformity has been openly
or tacitly assumed: at the same time whatever of any such set of existing
actually established arrangements be taken for example, it will appear, in proportion
as they are brought to view, that with the exception in some instances of
those which are included under the appellation of designated by the term summary procedure
they will be found in an a state of almost uniform and widely deviating repugnance
with relation to every one of those ends.

6. Of From the paucity of the expressions in the character of standards of comparison reference those necessary to the forming
of a judgement concerning the congruity of any each given
arrangement established or proposed, one good effect results, one
advantageous and convenient satisfactory result ensues, viz: that each every time
that any such article on the list and cause in the character of a fundamental
principle or source of reason to be brought to view, its title
to that character is confirmed – its import and application is
illustrated, made clearer and clearer to the perception, imprinted
more and more deeply and firmly in the memory: in so much
that, always supposing the foundation composed of those few and simple
principles to be justly laid, by the due consideration ofa t the expence of a moderate share of attention to those few
terms and the application made of them, every degree of satisfaction
and assurance may be obtained that can be looked looked for or one may almost say wished for,
in and from any branch of science.
