Evidence Introd.

But those lawyers hitherto spoken of are but the agents
of individuals in the character of suitors: those have no coercive
power, it is not by them that the law has been rendered it is not from by their hands that the law has received it

</add> what it is. The law which under the name of Common
Law and the still more purer admirable name of Equity we regard
with such universal and well invited admiration, the
law, in so far as it is not, while Blackstone says it is,
the work of the people themselves is the work of the Judges,
and what character more pure and incorruptible than that
of an English Judge?

I answer – that the acceptance of a bribe by any
English Judge has beyond the memory of man been a case
without an example may be admitted without difficulty: but the
fact is immaterial to the admission is nothing to the present purpose.

1. It is not from the hands of any Judge now living that the
system under which they act technical system has received its present texture. During
the whole course of his its formation the hands that
formed were guided by an interest as compleatly adverse to
the interest of those that were governed by it as that of any
Attorney was ever thought to be, as adverse as that of the
Pope of Rome
which drew the Peter Pence from the pockets of
the good people of England out the coffers of the Pope of Rome.
The character of their emoluments depended on the duchy monarchy pleasure of
the King: and the quantum if not wholly, depended as by far to the
greatest part, upon the many which by with their own hands, or those
of their nominees and subordinates, and by pretence of their
they could contrive to extract from the patience or helplessness
of the people.
