2. As to the existing race of Judges, they have Officers, Magistrates
acting with liberal salaries under a system long ago settled as to the positions
in question, in respect of which they have neither the same power nor the
same apology as their predecessors. That from that quarter
the quantity of existing chaos should in any shape receive any
very considerable encrease, is seems little to be apprehended. But the
measure of it with the single eception of punishable corruption in every shape the measure of abuses has
long been full: under the existing mode of payment their interest is inextricably interwoven with
in every shape and in every the highest degree, their interest is inextricably interwoven with
the continuance of it: and upon the whole, so thorough
is the opposition between the interest of the English Judge, and
the interest of the people suitors committed to his charge, that the
expectation of seeing the Pope abjure renounce on the binds of the
Archbishop of Canterbury his adherent – to the of the
Church of Rome would not be more palpably absurd and destitute, than
that of seeing any material improvement in the texture of
judicial procedure introduced with the voluntary
and real satisfaction of any individual who considerable proportion
of those dignified lawyers who at any assignable point of time
may be found in the elevated status of a professional and efficient
Judge.
