Report from the Committee appointed (in the last session
of Parliament) to enquire how far the Laws for preventing
Illegal Insurances, and other Evils, which have been found
to attend the Drawing of State Lotteries, are effectual to the
object proposed by them. Ordered to be printed 12th March
1793

Mr Thomas Wood being examined, informed your
committee, that he is the Inspector of the Lottery Offices,
appointed by the Commissioners of the Stamp Office to
report to them any illegal Practices which may be carried
carrying on against the Lottery Acts - that he has been in that
Situation nearly Three Years.

That the Magistrates used very few if any Efforts in their
Districts, to suppress the Insurances Offices, though very
willing to act in the Conviction of Offenders when brought
before them; yet, instead of exerting themselves, and
sending People to Places of which they had information,
they sent these Informations to the Stamp Office, and left
to the office the whole Burden of proceeding against them.
That he had been sent for by Magistrates in London
to apprehend Offenders in their own Wards, and never
had any assistance from them. That he think, if the
Magistrates would do their Duty by apprehending Offenders,
and binding the Witnesses by Recognizances to give their
Evidence at the Sessions, the Evil would not be eradicated,
but that very little of it would remain - that has Reason
for thinking so it, that in Bath, in Bristol, and in Norwich,
this Evil had made its way; and the Magistrates
being well disposed to put the Laws in Force, but not
knowing the Method of proceeding, wrote to the
Stamp Office for Information; and the Commissioners
in Consequence sent him to each of the Places, and
the Magistrates acting from his information completely
suppressed the Evil.

That in some Cases, where Persons had been apprehended,
the Magistrate had thought proper to discharge
them, because in the Agreement stated to be made for
the Insurance, Words had been omitted which they judged
