§. 3. I. Punishment

Of the force of the political sanction, considered as
applicable in the character of a source of security against deceptions, incorrectness and incompleatness in evidence,
mention has been made above. Punishment is will the observation of to every eye the most
extensively applicable and in general the most efficient
shape, in which, to this as well as other purposes, that
force can be applied.

need anything to be said: on both of them, though without
any special reference to credence, consideration ma be has already been bestowed in other places.

I. Extent in which proper to be given to the application of
punishment is the choice of against deception
Remains as the only topic for the consideration of which any
evidence that proper to be given to the application use of this instrument special demand presents itself in this place that of the

Mendacity being but an instrument in the hand of delinquency

applicable to the prevention of it.

mischief ought to be the application of this remedy.

in cases, especially in those in which it
is employed in the character of an instrument of to the purpose of unauthorized depredation, is punished punishment in the a highest degree,
