4. That to any such good purpose as that in question, its its
efficiency will if attentively enquired into will examined be found to
amount to nothing for there inasmuch as in every case, by in which
it appears this supposed security presents here bear the appearance of appears to speak
represents it presents itself to view as if operating with effect; punishment and shame, are
two of which
other instruments of which, in the character of securities in question the efficiency is above altogether out of dispute,
viz. two other instruments, viz. punishment and shame, may be seen, one or both
of them, acting operating on that same the occasion in question, and
in that same direction, and to that same end: and that
where neither those instruments have not either of them are, both of them, out of the question,
any consideration is altogether without restraint and have not, either of them, and place, mendacity
notwithstanding the application given to made of this instrument any application made of this instrument notwithstanding, is
altogether without restraint: and, if called for by any existing motive,
takes place accordingly: and to this purpose English University Oaths and Custom-House
Oaths, are brought to view.

5. That of its in the character in question of its inutility
and of its sufficiency in the character in question,
a continual, and unquestionable, though but tacit and virtual recognition,
is made in and by the practice of both Houses of Parliament
inasmuch as, by the House of Commons, operations,
of greater incomparably greater importance
than any to which the sanction of an oath is ever applied,
viz. measures of legislation – in a word laws of all sorts
are continually grounded and established on the ground of evidence obtained
without any assistance from this instrument.
