Evidence
In the mode of extraction then and thus pursued, the great defect
was and is the want of time for occasional recollection, and eventually necessary ulterior investigation(a) (a) Note in another page and consequently the non-employment
of the art of writing in the character of an instrument,
for perfecting and exhibiting, correcting, perfecting compleating, and preserving the result and fruits of it of those instructive operations.
To those same features of utility, In the system of Parliamentary procedure – Parliamentary-
Committee-procedure – added the faculty of this deficiency fatal as, to the
in each case, in proportion extent to the purpose of enquiries, applied to such subjects and directed to such objects,
by that each case, the requisite of time and opportunity it could not but have been has long been, and continued
requisite for recollection, investigation, completion and correction
this to be effectually supplied. This modern mode of procedure, not having taken
its commencement till the art of writing was had
spread itself over general practice come pretty generally into use – till, judicatory
in the character of instruments of investigation as
well as of subjects of investigation and dispute, the
produce productions of that human-character-exalting mind-exalting art had
become abundant and generally diffused, and (as will
be seen in due course a little further on) no sinister interest having place, powerful enough
to overrule, in this as it has done in the other case it has done, the dictates of truth and justice, having
place in this mode as in the other cases, the consequence
has been that degree of comparative perfection, the fruits
of which have been so amply copiously reaped, while, the thing
itself has seems for want of motive for bringing it and occasions for
holding it up to view the thing itself has been so little noticed.
