These principles (concerning the ends of Procedure)
are to the last degree obvious; yet
they are seldom seen. The Nobody can properly
speaking be said to be ignorant of them,
for at one time or other they pass before the
eyes of every body; Th yet they have never
been uniformly attended to.

They are upon the last degree of simplicity and
of the last degree of importance; they are fruitful
in consequences: for they bear the whole
system of rational Procedure upon them
or their fruit — They are before men's
eyes — How is comes it then that they are not
seen? seen by all adopted by all, and
argued from by all?

An object, be it ever so near the eye, may easily
be made to escape it, if any extraneous force is

applied to turn the head aside. This is
the case with respect to these principles.
The reason lies in Other principles allo dependent upon allowed & these in
part, and which a upon the under favour of the strength of that
alliance have made their way to favour.


These calling in the passions it to their aid
have gained entered exclusive possession of men's
judgments, through the medium by the road of their hearts
they have established themselves in favour, by
having answering the purpose or appearing at least
to answer the purpose of the genuine &
radical ones upon particular trying occasions

Hence they have assumed the form of ultimate & radical
principles, as if there were none beyond them.
They have been appealed to as the
ultimate standard of every maxim:
While all the time they were untrue in part not

just and derivative in part: that is calculated,
at on some time occasions to afford lead to erroneous
conclusions, and in these in on which they
led to right ones it was in virtue of the
relation they have to their dependence to on subservience to the genuine ones which
never fail
