MAXIMS New DE CONSTUCTIONE

Of all Statutes none are more remedial, than as those which are Penal.

Of all Statutes whether Penal or Remedial there shall be but one construction, viz. that
[which is gather'd] from {the Acts its Intention of those who formed it} as expressed in the
Act itself. + + Arbiter — Of Statutes, there shall not be one [mode of] construction, for such as shall be deemed penal, strict; & another, for such as shall be deemed remedial, ample: but one for all viz: &c. [from matters of universal notoriety, not depending upon special evidence

No one Man shall suffer in Person or possessions for [any] other cause or in [any] other manner than is ordained. ||
