CERTAINTY
With the same intensity of connexion, that is with the
same nullity absence of exception, the success of art would
be the same in preventing an the class of obnoxious
acts, as of Nature in another the other — As the
exceptions multiply that success will be greater less as
they diminish, greater:
To bear with much more to create one instance of inexecution which it was
in your power to prevent, is to say, that the Law
is bad; that you have done wrong in making, or
if you found it already made, in retaining it.
To refuse to believe that inexecution in any one
instance does not make crimes (& cause more misery
than it spares) because those individual crimes which
it occasions cannot be pointed out, shewn, is to refuse to
believe +
+ that a drop adds to
that a river adds water to the Sea
because you don't know how many Tons it gives it.
The contents weight of a standing on a ballance, because the Ballance is too large to shew it.
If indeed the motive of your motive in the making of your Laws is vengeance, the
less you execute them the better: frustrate them not
only now & then, but always
But if it is prevention, be afraid that for every
task instance of punishment that you spare yourself, you have more
than one other to perform.
