CERTAINTY SIMPLIFICATION of PROCESS, Object. from Revenue.

Propose that, in compensation, if necessary, for
the diminution of the Stamp Revenue from the
simplification of Process & abbreviation of
Instruments, a Tax to be paid substituted of so much
per Cent on all the consideration Sums in
all Settlements Conveyancy & on the Portions in Marriage-Settlements:
the true amount of the consideration- money
to be secured in this manner, viz: that
the Sum shall be declared, & any one shall within a certain time <add>as a year</add> have
a right to purchase the have the Estate in question convey'd to him
upon paying a certain proportion suppose a 3d
more than the Sum declar'd.
