5. 6 CERTAINTY Interest — individual x general.

to an acknowledged Interest or that the Nation
in question is blind to what is it's Interest.

Meanwhile neither of these suppositions shall
be true — It shall not be true or The nation shall not be blind;
much less is it ever true that human nature acts in default of or in contradiction contrar opposition to
its' impelling motives —

The nation shall have an a general interest
in the doing of the thing in question;
& shall know it: (that is, the greater part in it of those who think, shall know) that
if the conduct in question were observed by
all at once, a clear benefit would result to
all, or at least to many — Yet is it is not
observed — for why? because on the one-hand from any one's
observing it alone, or in the company of a few on the one hand no such
benefit would accrue, on the other from on his
not observing it, no such detriment of itself accrues

or [is made] to accrue [is made] — & because those
to whom it appertains are not agreed how to
go about so to order it , or that a correspond.
benefit or detriment as the case demands
shall accrue to each separate individual ,
according & to the share he shall have taken & (
upon his taking it) in the observing or
not observing it of such conduct.

A general Interest is converted into an individual
Interest in 2 manners ways — either
1st When many men say to one another at
a time once, "if you will , I will — (& from
"we all will") that is , if an engagemen[t]
be taken: The Interest have , from th[e]
Discredit dishonour of violating an engagement.

2d When one or more having power so
to do, say to all its own another them — "you all
shall" that is , if a Law be made

The Interest here arises from the mi[s]chief of suffering the Punishment which
is denounced by that Law.
