CERTAINTY. Form of Com . Law. Inconvens. of. 2

No quantity article of positive knowledge [+] [+] that is collected from sources of ancient standing is therefore of
any avail without an immense indefinite & often an immense quantity of
negative knowledge of which So <add>when much as is attainable</add> lies scatter'd here & there
in a thousand volumes, & of which a large
portion is always absolutely out of reach which the Legislature could communicate in an instant: but
of which the hand of Legislature by one of the
simplest movements imaginable is able in an instant can cast into
men's bosoms. in an instant.

Let a man, (to go no higher) open a book of
reports of the time of Elizabeth (to go no higher) or James or
Charles — He shall there see for example a point of Law
laid down in the clearest terms A position paradoxical yet true The elogium of it's professors is the Satyre of the Law. — not any all
the sagacity which ever enter'd into the hand of
man can enable him to pronounce from the
inspection of that alone, whether it be of any
authority at this day — Some there are undoubtedly
in that book (at least for any thing
that any one can tell to the contrary) that have

3 authority; he can not therefore be safe in con concluding
that this in question has none not — others
there are, (& probably 3 parts out of 4
of the whole number) that have not authority: he
cannot therefore be safe in concluding that this it
in question has. What then must he do ? has he to do?
he must possess himself of a perfect Catalogue
of that all the decisions that have been pas
from that day unto this relative to that Title (to say nothing of th
Statutes the investigating of which tho' intricate
enough is less so than of these) of whic,
a part always , he knows not how great, a part is impossible
to be obtained has never seen been in the light point -.
