CERTAINTY. PUBLIC PROSECUTOR.
After the due apportionment adjustment of punishments to offences , & the expunging of obsolete & innoxuoues ,
and after these some such provitions for universal notoriety notification which as might be made & as here here prposed ,
after all these things , I say, shall be accomplished, & not before, the institution of the Offi
of Prosecutor-General would be a work of signal utility. Into his hands of each on would be con - signed
the conduct of every criminal prosecution ; & through his hands might the expence be defr
The profe emoluments of this office should be ample , correspondant to the [amplitude &] impos
of the Trust : his dignity so exalted, as to place him , if possible out of the reach of the
suspicion of being soften'd in the exercise of his duty by the access of corruption.
A full & solumn Oath or Promise should be devised , hung up in his Office , & to in every Court wherein be
shall have concern, to remind him of and fixon him to his duty : an Adherance difficult
to be secured , which Indolence & Compassion Consciencsciousness of the Invidia of his situation. & sometimes perhaps Interest , will conspire to frus
