CERTAINTY RELUCTANCE to PROSECUTE 4 a Cause of Informers

which are useful being made

There should be an
authoritative eulogium on informing
but first the pernicious statutes
should be done away -
Wickedness of the notion of keeping
one sort a Statute in
not to be expected - except
in times of great & imminent
danger from internal convulsions.
Dwelt upon set on foot by Churchmen in justification
of the contrivance of Laws
by which they may make sure of
saving their antagonists kept in a state
of & persistence of someof anxiety & humiliation & perchance
should some favorable opportunity occur
their antagonists
of seeing them in a state that of actual reassurance.
There are three causes which contributing to it which it is within the power of Leges the compass of the efficacy
of Legislatorial remedies to weaken or to remove
1st The Multitude of such Laws each provided with it's penal Sanction, as either were
from the first always pernicious or are become so by lapse of time the evanescence of the exigencies which called them for
2d The little want of care in apprizing of such as are useful; who are thus liable
to be entrapped every moment unawares
3d The want of care in making in unfolding the perception & spreading abroad among the people known the expediency of the persuasion of
the utility of observing them: hence of the mischief of violating them: hence of the
merit of those who will <add> take an action take an active part towards the pre-
of that violation.
