Another not inconsiderable advantage of such a
plan would be, the checking giving proving a check to the exertions of that
political cunning empyricism, but too well understood and practised
, of clogging a Statute which it is found
impossible to prevent with a clause which shall
weaken or destroy it's efficacy. This the forlorn
hope of an empiric of this sort, when his not attempts to procure abortion have been forlorn to no purpose ineffective,
to infuse a person into the constitution of this Infant Law, which
renders it rickety & impotent through for life:

Gather up the fragments that nothing be lost

condemn at any time but the precise moment at which
he is himself seeking to put it in practice, it will
surely be no mean preservation to have a clause <hi rend="superscript">standing</hi>provision
ready appointed for that station, in comparison of which

At present one such clause provision is as good as another
