The check therefore here imposed, is the only check competent to the subject, the
same as that upon Juries the sense of shame — to which may be added, Impeachment
of the Person applying for the Pardon in any flagrant case where as in ca
of the suggestion containing a very notorious falsehood - —

In the instance of particular crimes [to be specified by the law] for which, (should
there be any such), it may be thought adviseable to retain punishments in
as it is called, without design of universal execution — as in under the Laws
against Papists, these specifications may be dispensed with. Qu? should the name of the person applying for the Pardon be specified in the Instrument would or would not this be laying too great a restriction on Pardons if a man venture was forced to himself to procure one Qu. too whether any distinction in this head between Crimes .
