reluctance to prosecute

the Laws which men look up to as the real agent
is so severe, that then can hardly forgive one another in a slight case [of compassion]

sort constantly passes on such occasions.

him to be sure

Housekeeper
It's very lucky I happened to discover him
He would have made a fine in my town as I did — My Plate would have gone to pot finely was going to pot

Neighbour — Oh I would prosecute him by all means —
there is no keeping any thing in safety for these fellows

Housekeeper
Why that's very true, but he had made off away

It appears from the Author of the Commentary
on the Mr Beccaria's Treatise on Crimes
and punishments that a Master
who delivers up his Servant to Justice
or as we should say prosecutes him for
a small theft, (for which the punishment as worth as is hanging] is looked upon with such
abhorrence, that it is in the neighbourhood such prosecution a thing very rarely done
by Masters, who content themselves usually
with discharging them - If any sentiments
of that kind arise upon with us such an occasion,
it is in a very slight degree. The reason
is plain — where the Laws make so much
distinction between ranks as there, & where
every thing that relates to criminal proceedings
