In each Department one of the district Courts shall
bear the name and execute the functions of a Department
Court.

4 Department — District deprived of its right of Appeal Why is any one Court to be District to be without
its District Court any more than the rest. The distinction
of the Department Court as such is to serve
as a Court of Appeal with cognizance of Appeal
from all the District-Courts of the Districts within the
Department + + See Tit V. art. 7. or apper [See Tit. V. art. 7.] If the District
Court of the District which is the seat of the
Department-Court has licence to hear Appeals from
all the other District-Courts of the same Department,
then others must have a deal of leisure upon their
hands. This District Court is likely to The probability
is that this District-Court will have less leisure
than any other, as it will the town in which it
is seated will probably be the principal wealthiest and most
populous town of the whole Department.
