7 High National Court — its utility The High-National Court which shall Judge have cognizance of
so impeachments of ministers, of crimes of Treason
against the Nation, and of crimes punished with
forfeiture on the part of the Courts of Justice and
the Administrative Bodies shall sit, when convoked,
in the same place with the Legislatures. [aupres

Observations on Tit. II. art. 6.
This Court as to so much of its functions as concerns
the cognizance of complaints for misbehaviour
against Subordinate Courts of Justice, corresponds
to my National-Assembly Court.
In regard to the other points of jurisdiction it
breaches without any sufficient reason that I can find upon
the jurisdiction of the subordinate Courts.
1 Why not prosecute Minsters foro proprio As to Ministers of State, why not prosecute them
in the Court of the territory of they their belong to residence
as well as any other man? They may then be prosecuted
at any time, with the benefit of appeal,
and without the ceremony and disturbance of I know
not what numerous Court instituted on purpose. Their
formu residence will naturally be in the Metropolis, and there
can not be a properer place for trying them. There
they will be resident, and then they may be tried almost without
stirring from their own doors.
