High Court Another feature of difference between my plan
and that of the Committee is the mode of
placing the ultimate controul over the Courts
of Justice. I give it without hesitation to or rather keep it in the
National Assembly itself. The Committee hope
to get rid of it, and in that crisis they announce
a High National Court of Justice in which
they mean to place it. The composition of this
High Court at the time I am writing has not been
yet delineated. I do not want to see the composition
of it in order to form my judgment of it.
It is sufficient to me to know that it is not
the National Assembly. Judging from analogy
I conclude that this stratum stop in the pyramid
reversed is to be the broadest and most numerous
of all. The Committee thinking they see
Numbers being with them the measure of wisdom
and probity and every thing that is desirable in
a Court of Justice, they will not be wanting in
info any expedient application remedy that
promises to can infuse a due portion of those qualities into
a Court which is to set the law to all the rest.
