To decide to act in any manner without sufficient grounds
is not the part of one sort of Court or Board or
office more than another: it is the part of a fool,
and nothing else. But if you have sufficient
grounds before you to decide upon, why not decide?
[why decide that you will give no decision, but that
a decision may be looked for elsewhere?] I repeat it
again: why not decide yourselves? Your decision A decision on your
part may do good, and it can not possibly do harm.
It [may do good and] must have done good if it
is acquiesced in by all parties: for what greater
good could be done by the most respected Court
of Justice? It can not do harm: for if it the decision is
not acquiesced in it is appealed from: and
then the cause goes of course to the Court whatever
it be in which in which you have greater
confidence.
