Accommodation Appeal retrograde When a poor man's cause had once passed
through this ordeal one would imagine should have hoped there had
been an end of it. the ordeal if not of the cause No such thing. So
fond are the Committee of their Reconciliation-Office
that should ever a cause Plaintiff
get through it to a District Court, and there either he or the Defendant
meet with a decision not to his mind, they send
him back again to pass through Through the same the Reconciliation
Office once more in his way to the
Department Court. The conditions are still
as miserable as ever. Produce your certificate
or you don't come here. or the door is shut in your face.

This is the first instance that perhaps
the world ever saw of a retrograde course of
appeal. The confusion it makes is so thick
that it strains one's eyes to look at it. The
first tribunal either the Canton Court under
the name of a Reconciliation Office is a quite
different Reconciliation Office as it may happen
