Judges Salary Extensions Extensions If the principle of the patriotic auction is
good in this line of service, it may be applied
with more or less variation it may be applied under suitable modification to most others.
1. Military 1. To the Military. In the lowest rank of officers,
that is at a man's entrance into the army
no extraordinary merit can not be required or
expected. All men who can pass the examination are at this stage upon a par.
If the lowest commissions are not filled by election, there
seems no reason why there therfore why the lowest should not be given
absolutely to the best bidder.
The Vicomte de Noailles in his Military Committee in their admirable
Report of the Military Committee relative to the Constitution of the army,+ + Troisieme Rapport fait par le Vicomte de Noailles 1er Fevr. 1790
proposes that one fifth of the Commission every fifth commission should
be appropriated to men who have served in the
capacity of ranks. To these commissions the
auction need not extend. Men of family, whose
circumstances would not admitt of their becoming
bidders, would still be at liberty to satisfy their
passion for a military life by enlisting as qualates in the
ranks. of privates. This would concur with the other views
entertained of raising the honour of the profession
even in its lowest ranks branches. But that men of
