Judges Salary Extension of distinction might not in this manner shut the door of preferment
on their against their humble comrades, and
that the passing through the ranks might not in their favour be
made a mere matter of form, a term should
be prescribed for their service in each rank
inferior to that of officer.
Many questions would have present themselves respecting
the details of the application. Whether the
principle should be extended, and in what way
to promotions: whether those who bought should
be allowed to sell: and what regulations would
be necessary to prevent the quarative principle
from operating to the prejudice of officers already
in the service. But this is not a place for such
details. I will only just observe that the right
of sitting in private account would destroy the
popularity of the plan that a sale in private
acount could not comes under the name of a
patriotic unction, nor be productive of any
pecuniary advantage to the public: the gain gain
advantage gained by the encreased value of commissions
would not compensate the loss occasioned
by the lessening of the frequency of the sale.
