The natural object of such a forfeiture is to pay
for the trouble time created to give at the Court above, the
Department or Metropolitan Court. But if it had him were
given to that Court it might appear as if they they would stand chargeable in appearance <add>be obnoxious to the imputation</add>
had interest in exacting the forfeiture and refusing if ha profiting by their own injustice, when
they exatcted the forfeiture and refused their
certificate. If their emoluments were fixed they their
would in fact gain, would in fact be nothing: but
detraction does would not stop to observe the difference.
