In cases of blameless error the real mischief can
never be considerable being confined to the individual
cause occasion never can be very considerable: if it consisted
in an interpretation a construction of the law contrary
to the sense if the legislature, the all future bad consequences
in future some might be prevented by an interpretative
declaration of the legislative body acting
as such. The want of retrospective effect would
leave deprive the parties of all interest in taking up the
time of the legislature with applications made on
their individual account.
