Secret If the in any cause whatsoever the seal of secresy
was kept inexorably fixed upon it from beginning the commencement
to the conclusion without its being in the power of any person
to break it, there would be an end of all

any thing whatsoever might be done: and it
would be as easy extortion and every kind of
oppression would be just as easy to execute as
the purest justice. Put it in the power of any
