Secret I answer
1st That in this case general appellations and general
views of things throw a veil over distinctions
which it is essential to bring to view
Though the same word public may to some
purposes be rightly used in both cases, yet
the public from whence the good of publicity
in general results and that from whence the mischief
of publicity results in the particular instances
in question are not in truth the same.
At the head of that public on those scrutinizing
jealousy vigilance the probity of men in public
characters depends, the suffrages partly consist composed
of and partly are determined by the few men
of cultivated education and enlightened minds who
are conversant in that branch of government
which comprehends the sphere of action of the persons
to be inspected. This sort of part of the public is com will
naturally be composed of men whose intellectual intelligence
faculties render them competent to judge and
whose reputation for intelligence d naturally
draws after it the suffrages of those who do not
possess that competency.[+] [+] This part of the public governs itself acts and judges pronounces proceeds in its judgments and its actions upon views of public utility: it acts & thinks & acts of and for the interest of public at large This is the public that
does the good: the real public comprising the
majority of the people.
