Secret Lastly Again. When the public opinion meaning
the opinion of the majority of the public is
appealed to laid down as the standard of rectitude, it
can only be in a relative point of view, as
compared with any other that could be substituted
in its room. No one can be supposed seriously
to maintain that an infallible body can be
made up of a collection of individuals of
whom by far the greater number are absolutely
capable of forming any judgment of their own
and are of whom the very wisest are grossly
fallible. Nobody that can be ignorant to what degree how
at all times and constantly upon almost all points the judgment
of this tribunal is more or less divided against itself:
nobody who can be ignorant how liable
it is has been to change and even to fluctuate from
time to time. Nobody that can be ignorant
how inconsistent the judgment of the same persons public
upon one point is with the judgment of the
same public upon another. No one therefore Whatever deference <add>respect</add>
can there can be professed or entertained by
any man thinking man for the judgment of this
