Secret Business was crowding in upon the Committee
and this concluding part bears particular marks
of the urgency of the pressure. A list of relations
is given, and in this list none no one is to proceed
before a Court of Justice against his co-relative
untill after having named relations
for arbitrators. Of whose nomination then are they to be Who then is to name them, these
arbitrators? Of that of The party who complains, and
of his alone? Admirably chosen Judges! Yet
so says the letter of this law! as but Must both
parties join in it Must Is the party complained
against to join in it? Without the concurrence
of the party complained against no complaint,
then, between near relatives is ever to reach a
Court of Justice: or so much as to go before that
very tribunal such as it which they are instituting appointing in order
to take the business out of the hands of a Court
of Justice before which they ar the Committee
are endeavouring to send the parties in preference
to a Court of Justice. So much for the eleventh
