the real security of the subject people would be encreased:
but it is equally evident that their apparent security
would be diminished: and it is little less
evident that the benefit would not any like
pay for the mischief.
On the same supposition real probity, on
the part of the Judge would remain untouched: but
apparent probity, his reputation for probity would
be utterly destroy'd.
The same distinction between real and
apparent security might take place and be
observed supposing this were to be applied effected even
by the legislature: if applied contrary to the
sense of the people and before they had received
sufficient satisfaction concerning the safety of the
remedy.
