Of the [purposes] of Procedure

at those several periods or stages of its actual or
possible existence: it may be considered as being future, or contingent as
being present, or as being past. Now it is evident, that When the whole of
the mischief which is in question is as yet be
contingent, it may enter into the plan of procedure
to prevent the whole of it: when it is as
