3 4. Whether it be observed or no, this like any
other article by in the catalogue of the formularies
that are made requisite will add to the
intricacy of the whole; it will thereby add to
the chance there may be of the non-observance
of some other, and thereby again
add to the chance danger there may be of the

articles in the catalogue of simple inconveniences.

4. As every formality must take up a certain
time in the observance, intricacy is thus connected
with delay. Every single formality
therefore adds in a certain degree to the sum
of delay: and in this way as well
as in the former ways adds to the danger of
the intervention of the several simple inconveniences.
