16 Assessors Functions
Assessors to deliberate, not decide vote Assessors to have a deliberative voice, but
only upon being asked permitted: and not to have a
determinative voice or vote -

Judges, half Advocates, half Assessors Where there are two Judges, let one have been an
Advocate, the other an Assessor.

Judges - their military power Let the Judges (according to their seniority) have
the power of commanding the troops in their
own district.

Judges their precedence Judges to have the precedence over every body in
their own district: except their super-ordinates.
